Herbal formulas will generally be selected for their functions (as opposed to symptoms) first, their TCM patterns second and for their use with certain symptoms third or not at all.  This is largely because as practitioners we are more focused on treating the root vs. the symptoms.  But, perhaps more importantly, it is just simply how Chinese Medicine is utilized in most cases.  You arrive at a clinical TCM diagnosis, you decide a course of treatment and you treat, often in stages, as you work to help the body resolve these imbalances internally.
